NJ SALEM — Salem Planning Board unanimously approved a recommendation on the city's proposed recreational cannabis ordinance. The board approved Resolution #2026-09 recommending Ordinance #26-10, which permits cannabis cultivators, manufacturers, wholesalers, and distributors exclusively within commercial and industrial zones C-1, C-2, M-1, and M-2, limited to indoor cultivation operations. Zoning and Economic Development Officer Sean Brown detailed requirements including local and State licensing, security systems, surveillance, odor mitigation controls, site review, and compliance inspections.

Residential zones and a three-block radius around historic Broadway remain protected from cannabis development. City Council is scheduled to adopt the ordinance on June 8.
